Off-Hand devices require no Power to use, relying instead on a cooldown. They typically perform utility roles, helping their user to deal with situations that their Specialty Weapon has difficulty with.
An Agent can have up to 3 Off-Hand devices equipped at a time. Using an Off-Hand device puts the other 2 on cooldown for a short time (< 1s) to prevent spamming.
